Building in question, that of Social Welfare Center – Vršac, with three floors, has urbanistically valuable location and a specific purpose, which imposes responsibility to find an adequate and attractive solution for both the facade and materialization of its panels, considering visibility of the building.
A characteristic of urban structure in the central zone of Vršac is structure of buildings that form an uninterrupted street line and are mutually connected with walls, which requires that the object in question be planned as a double-walled building. The front facade with “ainfort” is located on the regulation line and has been preserved in such a way that it forms a harmonious whole with the newly designed part.
In conceptual terms, diversity is defined in the approach to architecture and artistic treatment of the facades, which ensured representative appearance of the building itself. The shape of the body is stressed by accentuating the front facade of the building with a selection of modern materials chosen in such a way as to fit in with the existing facade of the ground-floor building, in order to achieve desired harmony and integration of old and new, i.e. established aesthetic balance.
Modern materials have been selected so to cover the facade planes in the spirit of the time in which it was created (composite panels in two tones – iron corten and bright white, and a ventilated facade).
Architectural solution of the newly designed building is in full compliance with applicable laws, norms and standards, with special attention to rationality and cost-effectiveness of designed solutions and accessibility to children, the elderly and people with disabilities.
It is entirely meant for public purposes with a spatial capacity that meets standards for providing social welfare services, modernly equipped for the exercise of public powers and provision of advisory – therapeutic and social-educational services as a form of support to individuals and families in crisis, in order to improve family relations, overcome crisis situations and acquire skills for standalone and productive life in society.
Zoning in SWC building is resolved by understanding its work processes, movement flows of different space users, security criteria from access control to certain spatial units as well as connections between functional units, i.e. contacts between employees and other parties and participants in the procedure.
